Sounds like your getting faster downloads because of an old issue with the packet sizes windows 98 and ME had by default. There was a tweak for 98 and ME to get downloads working faster (which aparently you didn't have). Windows 2000 and XP (which is really windows 2000 Part 2 ) have that larger packet size set by default.
I get similar download speeds with RR here in Albany. Wish I had a lot of use for it. I'd almost be willing to trade the download speed for more upload like I used to have...
Your ISP monitors your bandwidth based on your IP address (bound to your MAC address) registered with them. The operating system doesn't make a difference to the ISP.

Networking in XP is faster, but security pack it and the IE in it (I hope you got all the packs including the IE August 2003 cumulative fix).
