I bought a non-working board just in case I needed a spare bios chip etc... and found a component that had a white powdery dot on top of it, scraped it with my fingernail and dug a small trench in it. Is it possible if I find another board and replace this component that it might work? It is right beside the ram slots. Hope photo shows up, if not I will try again.

It's very possible, but you need to be an excellent solderer to get the job done without damaging the board/traces.

IMHO, is not worth the time finding the right IC (if you find it) and then trying to solder it plus the risks involve.
Either pay Abit the $25 and RMA it or buy a cheap refurbished board from NewEgg.
