Another weird monitor issue

My friends computer, (Dell 8100, 1.5gig intel, ati radeon 32meg, windows ME) is having these weird monitor problems. The video drivers are correct, and the monitor drivers are also correct. However, everytime the computer tries to go above 16 colors, the computer loads up fine, windows loads up fine, and it is in the 16bit color 800x600 mode and windows completely loads, but then the monitor goes into sleepy mode (for lack of better word), and cant be pulled out. This also happens when trying 256 color mode. Now other than a program that loads (which is a far shot because its basically a blank reformatted computer w/ windows) i have absolutely no idea how to fix the problem. HELP!

now the only other thing of note is that there is this message between the load of the bios and the loading of windows saying the hard drive is "degrading" and it is suggested that we back up all information and buy a new one.

    boot into safe mode and set your resolution to 800x600 @ 60hz. more than likely your resoultion is set too high and your monitor is shutting itself off rather than die. if that doesn't help, than perhaps change out the hard drive and re-install windows? which windows btw?

    The resolution is the lowest, and it used to boot fine at that resolution before the reformat.

    I have heard about certain monitors like dell using their own monitor drivers when in fact you can use the default sony trinitron drivers for the tube. What type of tube do you have?

    than maybe your computer is shuting itself off? have tried using anoter monitor on that pc?

    Sounds like you did something when reloading windows. Might want to try installing it again.

    I think that maybe i did screw something up on reinstalling windows. I probably will just reformat again and start over. But the weird thing is, on my old dell my monitor would do the same thing when i was at my friends house with it, like it wasnt getting enough power but i probably will just start over w/ a clean slate and reformat.

    Grnwzrd im not sure what type of tube but it is a Dell m199 or m119 monitor

    sleepy mode? disable the monitors power management options so it stays on 24/7. If not just try the standard Window's monitor driver.

    That hard drive degrading thing is just strange, I cant see how Windows would do that. I think the hard drive is fine. Id back up and go on my marry way like nothing happened. Unless your actually having random data loss, scan disk errors, or wierd noises consistently.
