A poster in the "dying monitor" thread at Rage3d just wrote this which will probably come as no surprise to anyone:
"Well alls well that ends well for me. The rapid clicking seems to be gone completley in the 3.9 drivers. ( Who would have guessed ). I installed twice to be sure. Both times I only had one click after booting up. Also my monitor has always been very ( and I mean VERY ) blurry at 1280x1024 @ 85Hz. It being a cheap monitor, I thought it was just something I would have to live with. And just left it at 1024x768. It is now crystal clear, its not my imagination... it is a very noticable difference. I wonder what they changed? While I was typing this I decided to try 1600x1200....even it is perfectly clear... its like a changed monitors, I'm not kidding. Great job Catalyst team."
No need to except for users of their newest cards. 9800 Pro and below can stay with 3.7 as IMO, it´s their best set of drivers. Both for speed, Win XP and looks.

I just finished my testing and pretty well came to the same conclusion as EQuito. Theu seem to look a little better but I lost a lot of points in ALL benches! Lost an average of 2,000 pts in Aquamark, lost 1,031 pts in n3D'01 and lost 762 pts in 3D'03 with my 9600 Pro. I am going back to the 3.7's.
3.7 is still the driver set for me as well. It offers the best performance on my 9700 Pro along with the fact that 3.8/3.9 give me corruption problems in BF1942.
I was one of the guys with destroyed monitor's courtesy of the 3.8's. ATI compensated me and a handfull of people I know for our loss's , but now I'm scared as **** to install the 3.9's. Anyone ? Running 21" and 17" spanned on XP.
AMD 2600+ with ASUS A7V600

ATI Radeon 9800 Pro 128

17" IBM P70

Audigy 2 Soundcard
Running XP with SP1-2 nothing overclocked, everything stock.

I installed them on my 9800XT that i just got today, didnt realize any decrease in quality. because those are the first drivers ive used with the 3.9's. But at stock speeds i got a 17000 something in 3d mark, so i might try 3.8's and see the difference:)
Yeah, nice guy, Richard Morrison of ATI Canada, RMA'd me a replacement for my broken card. With talks of compensation for my monitors should they find the evidence of the drivers/card playing a role in any of the destrcution.
MediaMan had this to say I have been informed by ATI that what you have said is untrue.
What part of what shaze said did ATi say was untrue? The part about RMA'ing his card or the part about paying him something for his monitor if they found the drivers caused the damage?
I'll admit that when I read what shaze wrote in his first post (the one you just quoted), I thought he was was referring to being compensated for his monitor. But I also think he cleared it up (at least in my mind) in his second post about the card being RMA'd.
Anyway, its seems that ATi is continuing to monitor this forum. They make not like what they read sometimes but its got to be a breath of fresh air after wading through the moronic fanboy flame wars at Rage3D.
Sorry if I gave you the impression that I was originally compensated for my monitor damage, but my re-iteration is absolutly true.
I have sent archived email making the claims true, however the more pertenant information I beleive you want, such as, the huge number of responses the rep I delt with claimed to have seen over this issue. Relating to various degrees of monitor/card damage, as well as his taking over for the original ATI contact we had post here. (Seems the original guy went on vacation the day after Media-Man started posting his info)

Yes, I also would like to know. I won't be touching the 3.9s with a 10ft pole, 3.7s are good enough for me.
