Flickering Line ??? Help

I've been getting these horizontal flickering lines ever since I build my computer. My video card is NVDIA GForce4 Ti SE running on the lastest driver and directX, and for the most part it works fine. But in certain situations I would get these annoying lines. Now it would be a lot easier if I can just supply a screenshot but all the shots I took looks normal for some reason. The problem is kinda selective, like the main menu for WC3, Max Payne 2, menu for Madden 2004, just to name a few. Sometimes when I play a video I would get the lines in the background too, but not for the video itself. Deos anyone know how to fix such a problem. I would try out stuff but I am not that good at tweaking video settings. I've only tried changing the monitor refresh rate which didn't help. Any help would be much appreciated.

    Is it possible to take screenshots of these lines, or do they not show up on the grabs you take?

    Need more info here too! Monitor type and the kind of connections you are using, has the hardware/monitor worked previously?

    Well none of the lines show up in the screenshots otherwise I would have posted those. The monitor is an 17" Envision, sorry I can't tell you more. But since I used this monitor with my old computer before I built this new one, and it was working perfectly, I am thinking that the problem has to do more with my video card or some kinda configuration stuff.
