Did you get a manual with the monitor or a CD? Very often all the information will be in there. If not check out their website and see if they have the information you are looking for.
I don't know why they are asking you for all the info. Since the refresh rates are sent by the video card in the first place. However I will guess they want to know because they can't duplicate the problems you are describing. Monitors generally work or they don't. They aren't so hit or miss unless there is also something going on from the video card side of things.
The problems you are describing could be from the jets being out of alignment and going screwy at certain resolutions. The buzzing sound you describe I've encountered with several samsung monitors before, generally 19" and up in size. Which is one reason I no longer buy or recomend people to buy samsung monitors as my experiences with them have generally been shit.
