You can get circuit board cleaner, which isnt conductive and can be sprayed on while the computer is running..... but i think that is kind of pointless.. i mean just unplug the thing, pull it out.... and take the cards out and shit..... use some anti static whipes or something, cheapo compressed air.
I juse use a regular spray bottle with water. Works great.

I usually just use the vacuum cleaner with the brush attachement and vacuum around while blowing inside so the dust gets free and is sucked in, and I brush the dust off the case itself and gently on the cards, avoiding wires. To take off the dust from the PSU grill, I take off the attachement and just put the vacuum there since there's nothing fragile to hit as long as I don't shove it right in and hit the mobo. :o
Then I clean the fans with the brush attachement as well. What I really would like is an air compressor to go with that vacuum, that would ge well.
Have to be carefull with static though when using a brush like that.
I use a vaccum two. I love the sound the fans makes "werrrreeeeeeeeeee" For smooth non electric spots I use one of my wifes dish rags but don't tell her. I use the can for keyboards and other tight spots.

I sometimes use my own (quite large, dunno capacity) air compress (which is connected in a few places in the house, lol) to clean out my computer, but thats only when im building a new one or completely taking it apart. Usually I just use the can of air which works great... but when it runs out... so sad!
...Oh, the idea with the can of air is to blow it so it gets all airborne... then you just blow it else where in the air Then take a vacuum to your desk and maybe the wall behind your computer :P

That'll blow off anything, and it's always good to have an automechanic for a friend.
