Usb 1.1 / 2.0

My pc has front USB 1.1 plugs - they just plug into the rear USB plug.

I would like to use 2.0

If I add USB 2.0 PCI card (I assume they exist) - can I plug this front plug into that and have it work as 2.0?

don't know if the card exists but it probably does. I think it should work as I believe the cabling is the same for usb 1 and 2.
