How to Stop users downloading ?

I look after a small network of computers for my local community centre. We have two machines running XP Pro and ten machines running Win 98.
All of the machines have Office XP Pro and share a 2Mbit Broadband connection.
The machines are used 5 days and one evening each week to run basic courses, organised by a local College, for people in the community. The do basic word processing / spreadsheets / databases / powerpoint presentation and a section called "get web wise".
All of the courses are supervised by two tutors from the college.
I enforce a regime which says that they are not allowed to install ANY software, change any configuration settings - even screen saver or desktop, and cannot download anything (including plugins) from the internet.
This keeps the machines running smoothly with a standard configuration.
It is proposed to allow access to a local computer club and the same rules will apply. However there will be no tutor on hand to supervise usage.
Is there any way that I can allow users to browse websites but prevent them from downloading anything. If they go to a link to download a file I don't want windows to offer the chance to run or save the file.
Any ideas ?

    You can do this through Internet Explorer in the options, set it so that they can't Download anything, even Active X and stuff.
