Cant find the HD in windows

I bought a new HD and it detects it at post and windows says its there but i cant get to it in MY computer. How do I format this Drive?

    Right-click on My Computer, then select Manage, then go down to Disk Management.

    Format the drive there and assign a drive-letter.
