USB IRQ Conflict
I have Win XP Pro and just replaced a USB 1 PCI card with a 4-port Belkin USB 2 PCI card. Now I get a BSOD with the familiar "IRQ_NOT_LESS_THAN" message. Here is what the device manager looks like after the USB 2 card install:

In the IRQ view, my Hercule sound card shares the same IRQ (19) as the USB 2.0 card, but each says there are no conflicts. I tried uninstalling the NEC PCI... entries but they just return on re-boot, perhaps that is because I have USB 1 devices attached?? The NEC PCI to ...... entry does not appear in the IRQ view.
I put the USB 2 card in the same slot as the USB 1 card, should I try a different slot? Any other ideas?
