Win2kpro Cannot Format C:

I want to format my hard drive. At command prompt I type: format C:
It asks for volume blah blah.
Then a message comes up:
Format cannot run because the volume is in use by another process. Format may run if this volume is dismounted first. ALL OPEN HANDLES TO THIS VOLUME WOULD THEN BE INVALID. Would you to force a dismount on this volume ? <Y/N> (I choose Y )
Then: Cannot lock the drive. The volume is still in use.

I cant get past there. I would like to re-format this computer and start from scratch with a C: prompt. How do I do this ?

    You need a boot disk.

    O.K. How do I do that. I've looked it up before and made one for win98 but it does not look the same on 2kpro.

    use your win98 boot disk. Boot up via the floppy then fdisk the drive and delete the partition(s). But don't make any new ones at this time. Then reboot with your 2k cd and use it to create the needed NTFS partitions.
