Ports Open

Upgrading from Norton Internet Security-2003 [All ports were 'Stealth"], to NIS-2004, their security test alerts me on some open ports as well as some ports are "Blocked", and most are stealth. I can write a rule as I want, but cannot get port 1025 blocked.
To me it looks like local port 1025 used by SVCHOST.EXE on IP=0.0.0.0.
If I write a rule to block remote ports 2221-6558 & 6559-65538 with log entry, it works if I scan my ISP IP-Address...Then port 1025 is not open remotely, so it looks fine.
Does anybody else use NIS-2004, and what do you get from their security scan results.
>I reinstalled it twice, as well as using their EXE to reinstall default rules.
Any ideas ?
>Which port ranges can be safely blocked without interfering with normal Internet/E-Mail traffic ?
