Depends on what you are trying to do. Send from VCR-Computer or vice versa.
Either way normally you need an rca video cable. On one device you plug it into the video out and on the other you connect it to the video in. Then for sound you need to split/merge your audio, again depending on what way you are going.

your video card has to have a TV-In line. If memory serves me correctly that card doesn't. In which case you need to get either A) a video card that does or b) a seperate video input card or c) There are some usb devices that will also act as video capture plug ins.
