"Internat" program

I have had this program on my computer for as long as I can remember. Whenever I open Internet Explorer or Outlook Express, a new program appears on my taskbar. It's called Internat, or so I see when I mouse-over its icon. It appears to be a program that lets you change the language of keyboard you use. Why would I need this? It resides in the /windows/system/ folder along with another file, internat.win. I'm just wondering if anybody else has this annoying program. Is it safe to remove it?
