Can't Power OFF system after shutdown from Windows AND Power button

Hi peeps.
My machine recently developed a problem whenever I try shutting it off by Windows shutdown command. Windows goes thru the shutdown routing OK then system powers off, but like 0.1 secs after it will switch itself back on again! Shocked me at first. When it does switch itself back on after a requested power off, I notice that the BIOS now displays my CPU as running 1050MHz (100 x 10.5) instead of my usual 2100MHz (200 x 10.5). It'll stay running at this speed until I go into BIOS, SAVE settings and EXIT. It appears that all my BIOS settings are intact, even the CPU and FSB speed settings.

I cant even turn system off with power button when it restarts itself - It'll just do the Power Off for 0.1secs then switch on again. Have to turn off via mains plug now.

System appears OK stability wise, as it not crashing.

Does Anyone have any idea to what can cause this, and the things I should try looking at first?

Thanks in advance.

Hi JLamy, #1-What OS are you running? #2-Do you have Roxio Easy Cd Creator installed on your system? If so, The Take Two application is fouling up your system. You can go to their site and update it and it will remove the Take Two app., which will solve the prob.
#3- Win XP= in power management setup - system after ac back - the options are on, off & last state. Check that and set it to off. That could be the cause also. Make sure you write down anything you change in case it doesn't fix it, then you can put the settings back. #4-In the Windows Control Panel go into Power Options (Performance and Maintenance). Open the APM tab, and make sure it's enabled (checked).
#5-In your PC's BIOS settings, check to see if you have a Plug and Play option. If you do, try toggling this setting (off if it's on, and vice versa). Work through these slowly and restart after trying each, then try your shutdown command to see if it solves the problem. Hope this helps.

    thx for replies.

    Hawk
    1) I am using Windows XP Pro slipstream SP1 with latest patches.
    2) Have NOT got any Roxio software, am using NERO.
    3) I have NOT got Option of "system after ac back" in Power Management.
    4) I have NOT got an APM tab in my power options.
    5) By turning P&P off in BIOS wont that just stop Plug and Play working at all?

Wake on LAN - NOT enabled in BIOS.

Turning P&P off in the bios shouldn't stop P&P from working.

Had a look in my BIOS and I see no option of turning Plug and Play off anywhere. Where is it supposed to be? I am using the latest "24" BIOS.

Not every bios will have that option.

OK Thx. Still havnt a clue as to what the problem is or how to fix. Maybe is a faulty PSU, tho havnt got another to hand to try.

Could also be your CMOS battery if settings arnt saving.. Sounds like defaults are being reloaded every time you power down.

You could try leaving your PC on for a night in the hopes it can charge it up a little or replace it with a new one.

I have exactly the same problem and I think it is the PSU. I tried changing the battery and all the other suggestions above but that didn't help. It still reboot and still goes back to default.

Tried a few start up with a different PSU and that seem to do the trick. I don't know what is problem with the PSU, I bought it only a few months ago but changing it seems to work for me.

I have had problems with PSUs before and I am thinking that there might be a problem with the electrical whirring since I’m living in an old house. Maybe there are too much power going into the PSU sometimes and perhaps some kind of filter could prevent that in the future. It's only some thoughts because I am a complete novice when it comes to electricity.

I dont think its the CMOS battery as it saves settings just fine - ONLY my CPU speed gets reset IF I use shutdown command and allow to try to power off, when it does it immediately turns back on. At the moment to shut down my PC without my CPU defaulting, I have to click RESTART, then turn my PC off via the mains when it reaches my OS choice menu. All my settings are fine, that way...!

I tink it cound be loose wiring inside the case, or the PSU itself. I had changed the PSU once before for another identical model on advice given in this thread. Maybe I have another duff one, as I am loosing confidence with this "Hiper PC" brand. PC is attached to a surge protector and all lights are still lit, so am assuming it working correctly still.

    Hi peeps.
Just to let you all know that it was the PSU going faulty. Have swapped it out for a Antec TrueBlue 480w. Its nice, quiet and glows blue! The faulty PSU in question is the Hiper 420w, which was a warranty replacement for another idetical model that went wrong after 6months use. Pitty my 2nd PSU died after 1 year 1month - just out of warranty.
