computer will not turn on

Hi all I have computer question when the computer will not turn on no moise no fand moving its more likely a power supply is gone .I found out some computers that if every thing in side not firmly connent it will not turn on some computer like if power cable to flopping or CD ROM is not firmly connent it will turn on . why is this is this some kinda fail-safe mode ??
