need help on formating (if repost sorry)

I was trying to boot up one of my older computers that is running windows 98 and I got the NTLDR Missing Press Ctrl + Alt + Del to Restart I tried everything to replace the file so I then tried to format the hard drive(c:) and i did the command FORMAT C: and it said Command Or File Not Found, or whatever, plz help if you can.

    boot up with then win98 cd in as your boot device
    then go to d: that should be the cdrom
    then dir win98
    you should be able to run the format command from there.
