    I use Ulead Smartsaver Pro most of the time. http://www.ulead.com/ssp/trial.htm You can DL a 15 day fully functional trial to use. And as rapture says Irfanview is a good freeware proggy too.

    Just use photo editor it'll do it also. Just resize the picture and it'll shrink it.
