XP user accounts & Automatic logging off

I am wondering if I can make users automatically log off on windows xp so that it goes back to the screen that shows the users. I want this for automation purposes and to log out the accounts I want password protected. I have different time lengths I want on different accounts and I have come to the conclusion that if your screen saver starts before the set time for the monitor to turn off it will log you out, but if it is after the monitor turns off it doesn't log me out. I want the monitor to turn off at a reasonable time, but I want some accounts to log out later, like a non password protected account that I may be messing with but not giving it attention every 2 minutes or even longer. I also don't like having to log in every time I use it, but I also don't want it to be logged in all the time on some accounts, so... Can what I want be done?
Secondly, I am also wondering if I can limit the display property settings from restricted users (or some of the settings of my choosing) so that only the admin can say, make the screensaver come on at so long a time. Also related to this is the fact that I have it set in administrator to turn the monitor off at 15minutes, but the default in the added extra accounts is 20 minutes. I attempt to change this and it says I don't have rights to, so how do I do this? I can't find a way in administrator.
