i am currently using outlook and storing my emails in pst files. Is there any software that will allow multiple users to view emails in my pst files at the same time?
thanks

The long and the short of it is no, not without setting up a central email server the PST file is queued to the user identity. You can't have 1 pst file that multiple users can access. Now I do seem to recall running across some software that allowed you to do it in a round about way but it wasn't free and didn't really work all that well.

The easiest way to do it is just to create a shared folder and drag any emails you want others to see from your outlook to the shared folder.

or is there any way to export the mails in pst file to a database that enable multiple users to view it?

I haven't tried it but you could probably export your pst files to a csv flat file and that can be imported into a database. However it's not going to be dynamic so everytime you send/receive emails or make any other changes you'd have to redo the whole process.
