Where oh where is my SHUT DOWN?

I have an ATX pc that always compleatly shut OFF when my Win2K Pro was told to. I installed a new 160gig hard drive ($69 this week at Staples). On this new drive I installed WinXP Home and now I get the old Win95 message when I tell it to turn off " It is now safe to turn off your computer". Windows shuts down but not my pc. I tried windows help= no luck. I looked ALL OVER the settings in my CMOS/BIOS. I looked for the setting that tells the computer what to do when the on/off button is pressed, ie 3 sec soft off or quick off. I could not find it. Does WinXP Home have it some place? Its a pain sitting here waiting, I like to tell it to shut down and walk away.

    Turn on advanced power management. It's in the power options. Click the power button on the screensaver ab of your display properties.
