network problem, firewall setting?

I can't seem to get the shutdown command features to across the router and to the other computer, but it works fine for myself. Windows XP

Do the service packs matter, one has sp1a the other sp2, the one with sp1a has Norton Internet Security, but I disabled it and still no luck.

    If I remember correctly both computers have to be on the same domain or workgroup and you have to have an account recognized on both machines for it to accept that command.

    It is the same workgroup, and the accounts are the same on each one. A long time ago, maybe less than a year this did work, but that was on different reformats.

    Hmm not sure then only to say it's a finicky command at best. On my work network I can issue that to most machines of various OS's and on about 90% of them it works on the other 10% it doesn't no apparent ryhme or reason.
