Winchester cores have a default vcore of 1.45v, overclock better than newcastle cores and are a bit cooler. Also they are based on 0.09nm technology(newcastle is 0.13nm).

From everything I've read on it, Spyrious is right. the Winchester has lower voltage which in turn equates to cooler temps & it's just a little faster in some instances. Most say it overclocks better too.
