Network Shapper

Because a lot of people asked, or possibly just a few people that asked a lot.

Here is some software that will work with your highspeed modem and router. cFosSpeed is a high-performance network driver for DSL modems and routers. Highlights of this program include Traffic Shaping, For DSL modems and routers, Fully compatible with conventional PPPoE drivers, Automatic router detection, Self-calibrating, Highly responsive when used with online games and Peer-to-Peer networks like eMule or Kazaa, and Freely configurable priority classes.

I haven't tried this software - and probably won't as I'm quite happy with what I can do with my modified linksys router. I would still recomend just hacking the router then running a layer of software in between. But some people don't so this may be a good piece of software for those who want this kind of thing.
