New Rig Woes

it seems as though i always have problems when i build new rigs, but this one could have been avoided. HOWEVER, i had known that buying used/refurbished ram or hard drives usually wasnt a good idea, but i thought that refurb procs and mobos was usually fairly safe. anyway, i bought a refurb dfi lanparty ut nf4 (non-SLI) from newegg. there is the little agreement you have to agree to that says that by buying refurb equipment for a significantly reduced price, you realize that parts and manuals COULD be missing. however, i figured this was just to cover their asses. unfortunately, this appears not to be the case. my first clue should have been when it showed up in a box that didnt match the mobo inside. and upon opening it there was absolutely nothing in there other than the mobo itself. but i thought, hey, im a system builder, i can deal. but all the cables, the manual, even the electronic attachment that gives you your sound output (other than spdif) was missing. which, im pretty sure the only way to get that is by buying the exact same board. anyway, i tried to adapt, and have downloaded the manual and discussed with citrix for 2 hours or so what the problem could be, but to no avail. when i first pluged it in and turned on the power, the cpu fan would start up, and then it would stop, and then start up, and then stop. however, now, the cpu fan wont come on at all, although the lights on the mobo show up.

cooler master KHC-L91-U1 92mm Ball Cooling Fan/Heatsink

1 western digital 36 gb 10k rpm sata raptor

things that could be problematic, but i dont know enough about to evaluate:

*the power cord for the cpu fan has a connector that accepts 4 pins, but the fan plugs on the mobo only have 3 pins. this is particularly bad because the one that is specifically for the cpu has a transister (tallish black cylinder) right next to it that does not allow an HSF plug four pins wide to fit because of how the notches are (i can clarify if this doesnt make sense). i guess one of the power on tests could be that the cpu fan is spinning, but if its on a different plug it wouldnt know (although i think i have had them on different plugs in other mobos, and it worked just fine)

*the main power connector for the motherboard accepts 24 pins. however, the xconnect PSU mobo cord is 20 pins. in addition, the xconnect psu is *supposed* to modulate power so that each cord is given the necessary power it needs. i tried searching for similar situations on the intarweb ( =truth) and i believe i found that it should in fact work.

things that i have tried (now with more citrix!):

*citrix and i swapped pictures of our mobos (hawt++) to verify that the jumpers and stuff for the SLI and the vdimm were in the right place (since i had to download a manual). thank goodness he has the exact same board. they SHOULD in fact be correct with accuracy up to but not including one citrixmeta :D

*i have tried unplugging any and all usb devices including mice and keyboards plugged into onboard usb as well as the additional usb connectors on the mobo itself

*i have tried different ram slots. i have tried using one and two sticks of ram. i have tried different types of ram (ocz 3200 crap). i have tried both of these sticks of ram in different computers and they are known good.

final thoughts for a novel:

other than the two worrisome observations above, i suspect it was just a bad motherboard. i assume it would work without having the audio jack, otherwise they would be sending me a failed out-of-the-box motherboard. so, toss any and all suggestions my way. TIA for the help!
