Wheres my 128 bit yellow lock?

Noticed now I do not see the little yellow lock telling you that 128bit encription is working. When I'm on my banks site, they do not allow you there if you dont have 128bit. But I can get on anyhow and do what I need. Paypal same thing, no little yellow lock. Any ideas?
Running IE 6.0.2900.2180xpsp_sp2_gdr Chipher Strength 128-bit

    Not sure why the lock isn't showing up (if you are secured). Look at the URL is it https:// ??

    Yes, I saw the www.https. and figured it didnt need the 128bit thing then. This was when I was on paypal.........Thank you
