By disabling half of the firewall, the outbound filtering capabilities, they are hoping to make it easier for home users to cope with the complexities of a integrated firewall.
Microsoft plans to turn off half the firewall in Windows Vista when the new operating system ships later this year because it doesn't think most users need all the firewall's functionality or can handle its management.

Read about it here.

Or in other words, their firewall software is so intrusive that is prevents most software from working the same way the SP2 firewall does. So most users just dissable it completely in the first place.

I was playing with a CTP build of Vista last night, and the "security" was so intrusive and annoying, that I ended up disabling most of it. Unfortunately, I had to go through the GP manager to even do that. Otherwise, I like Vista so far. It's pretty slick.

Visuals aside, which are a mixed bag. Does it actually improve the way things work? Does it make things easier or faster?
