taskbar inoperable

What could cause the taskbar to become inoperable?

The mechanic's computer where my dad works seems to be working ok, the desktop shows up, explorer is running. But the taskbar seems to be set to auto hide, but it is gray. If you right click it you can see the context menu for the task bar. I tried dragging it around with my mouse and resizing it but that doesn't work either. Also, when I hit the flag key the start menu will not come up.

Any hints or things to try. It really baffled me.

If you hit CTRL+ESC does it bring up a working start menu?

Sounds like some policy settings got messed up in the Reg. Here is a link to a .REG file that will restore the default Taskbar and Start key settings:

    Restore Taskbar and Start Menu

Right-click and save as "nodesktop.reg." Double click to run, click YES to confirm installation of the registry values. Log out and log back in, or reboot, and see what happens.
