HP PrecisionScan v2.2 error

Hello, I am trying to hook up a ScanJet 5200c to a public machine that registers new users with Power User privleges through Novell Zenworks. I install the scanner in administrator and then when I log in through Zenworks to test I get this error
"There is a problem using the registry. One or more settings have been reset to the default value.  [2099]"

I found the error on the HP site which talks making sure regedit.exe is on the machine (which it is) and I also found stuff about forcing the OS to use HP drivers rather than the Microsoft Drivers it uses. I tried that with no luck either.
Funny thing is I had the same problem about half a year ago (with teh same machine lol) but I can't remember what the hell I did to fix it. I thought it was giving permission to Power Users to a specific hive in the registry. If anyone has any light to shine on how to fix this I would greatly appreciate it.
