Manage, monitor push out programs etc, without Active Directory

Is there something out there that is free or lowcost that I can use to monitor, push out updates, remotely install files, reboot the server, rdp, view mmc information, view disk usage, ram, bandwidth, export logs, etc. I know there is Hyena but it does not have some of these features.

But have the ability to control who can use it and what they can do with it, etc.

    None that I've every stumbled across that do it well. There are linux programs for doing that sort of thing, but getting updates to roll out requires significant work. There are various programs that have small pieces of the puzzle but to be bluntly honest the most efficient and easiest to use is a windows 2003 server with AD and MS's centralized update manager.
