CPU usage at 10% by vaious processes

Hi everyone, I am new here, I've been reading topics in this site for a little while.

About a week out of the blue my computer started been slow, checking the Task Managers I realized that the CPU was running at 100% which it never did before at least not continuously.
If the problem would be a single process, I could just terminated it and fix the problem.
But unfortunately the CPU is at 100% by various processes.

For instance, if I kill one process that is running 60% of CPU, it just transfer the load to a different process, and If I kill that other one, it transfer to yet another one and keep going the cycle, and problem remains.

Very frustating, I don't know if if could be a virus or spyware. I have ran Norton (up to date) and it didn't pick up anything.

Ps. I've noticed that there are quite a few svchost.exe is that normal??? what is it anyway?
