OK, i know alot of those speed up aplications are frauds but from a reliable site i heard about speedguide.net and a program called TCP/Optimizer
Then i got these results after ran

I tried a few other programs i wasnt too scared of virus and spyware. Here are there names but i think they may have stolen some band width
Cablenut, DRTCP021 because when i run test on two diffrent sites i get diffrent results from boath NY servers. one result is about 11000 KB download and about 1700-1600 KB upload ad on the other site i get 4000-5000 KB download and only like 1400 upload(my upload usualy stays the same it the download that get me wondering). I think the diffrece is becuase posible alot of people are using the NY server on one site??? I made a few network changes as well i changed my DNS to opendns.com (router and PC) and i also did 2 reg tweaks (boath are Dword entries) MaxConnectionsPer1_OSserver (hexadecimal a) = 10
MaxConnectionsPerServer (hexadecimal a) = 10
And in local area connection properties i disabled every thing other than internet protocal (TCP/IP)

DrTCP is a quick and easy one, used cablenut a while ago and had some good results with that too.

To be honest these programs only tend to work if your settings are screwed in the first place. A lot of the time you just wont see much difference.

If you use a router, this program will mean nothing.

^ to elaborate on what thrax said - if you are connected to a router, you are changing TCP settings on the connection to your router, that's it.

Unless you are a real haxx0r and are running an open source router such as a linksys wrt54g or a custom built smoothwall or something, you aren't going to be able to "tweak" your internet speed.

That said, you can quite happily screw up your network speeds by changing the settings on your computer. If you mess it up good it doesnt matter how (or even if) you connect to the internet.
