I woke up this morning, and my vista desktop had rebooted, stopping at an error screen:

windows has failed to start...

File: \Windows\system32\ntkernelpa.exe
Status: 0xc0000221 [sometimes 0xc0000098]
Info: Windows failed to load because the kernel is missing, or corrupt

When I try to boot from the cd to complete the repair install, I get either the same error about the same file, or the same error about "CI.dll"

halp!

Are you overclocking your system at all? It seems that alot of people have been experiencing this problem. I googled it. Some have been caused due to failing hardware and others needed a bios update. Run memtest and see if it passes.
The vista repair option seems not to be able to fix this problem as well. The only other option that seemed to work was to fully reinstall vista which imho is a horrible remedy. Hopefully you just need a bios update. It could be memory failure or memory under-voltage problem.
