Computer will not start. Long error beep - short silence - (Repeats Endlessly)

My computer is only giveing me an endless cycle of a long beep followed by a short silence and another long beep followed by another short silence and on and on. I have an Abit IS7-e2. 2.0 gig ram Pentium 4, 3.2 ghz. 800mb fsb.

I have tried:

removing ram
removing all connections to mainboard
removing sound and video cards
resetting cmos (battery removal, cord removal, reset jumper)

The only thing that keeps it from beeping is removing the processor.

I have tried a brand new processor as well.

Any ideas?

    Have you tried a different power supply?

    Also, that sounds like an overheating alarm. Are you sure the heatsink fan is connected and spinning? Has the heatsink come loose from the processor?
