Old update won't go away

Installing Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366) (update 1 of 1)...
That's the message I get every time I try to do some automatic updates... I found it in Add and Remove Programs, so I tried to remove it and reinstall it, but I got a message saying you can only remove things that have been installed *sigh* any help guys?

1. Important: Make sure you have the latest service pack for the version of Windows that you are running.
2. You must be running Microsoft Internet Explorer 5.01 or later for all installations of the .NET Framework.
3. You must be running Windows installer 3.0 to install .Net framework.
I have SP2
And I think I have 2.0
DL it and install it then restart and it should clear it up...
.NET Framework 1.1 Service Pack
The .NET Framework hotfix setup wrapper creates patch files on the fly in the temp directory thats named tmpXXXX.tmp, and then deletes the file after applying the patch. When attempting to install any .NET Framework hotfix or repair the .NET Framework, Windows Installer will perform a component health check. If any of the components installed as part of the patch have been damaged/deleted, Windows Installer will trigger a repair and search for the files in the original install location. In this case, the original install location does not exist because it was deleted from temp.
Try this and see if it will fix the problem...
* Download the .NET Framework cleanup tool: http://news.only-4-geeks.com/index.php?red=http://astebner.sts.winisp.net/Tools/dotnetfx_cleanup_tool.zip
* Extract the contents by running cleanup_tool.exe /t:c:\temp /c (or some other local folder of your choosing in place of c:\temp)
* Open a cmd prompt and run c:\temp\msizap.exe TP {CB2F7EDD-9D1F-43C1-90FC-4F52EAE172A1} (this is the product code for the .NET Framework 1.1 MSI package)
* Run c:\temp\cleanup.exe and choose to clean up the .NET Framework 1.1 one more time
* Download and re-install .NET Framework 1.1: http://www.microsoft.com/downloads/details.aspx?FamilyId=262D25E3-F589-4842-8157-034D1E7CF3A3&displaylang=en
* Download and install .NET Framework 1.1 SP1: http://www.microsoft.com/downloads/details.aspx?familyid=a8f5654f-088e-40b2-bbdb-a83353618b38&displaylang=en
This seems to be a reoccurring problem with many Windows users.
I've had something similar, so I know what a pain it can be.
And I had to do a lot of looking/researching for answers.
Luckily, I save those repair/fix answers in a help file.
Most of the time it's just a case of finding the right fix/work around.
