Will DirectX 9 function in a DirectX 10 world?

I suppose this could just as easily go to the "gaming" forum, but I thought I would start off here. Simply put, will future gaming or other software that specifies DirectX 10 be operable (run even though not great) on a DirectX 9 based video system in a WinXP environment? If not, what do you see as the time line before we have to retire our DirectX 9 video cards? I know Vista supports DirectX 10 but I could care less about Vista. For system upgrading purposes, I am more concerned about how long current hardware will remain functional before it becomes the proverbial 'square peg in a round hole.' Case in point: Does it make any sense to buy a top-tier DirectX 9 video card as an upgrade (used for ~$100-$150 presently) vs. a cheap DirectX 10 card for the same amount of money? This is one of those "when to say when" dilemmas.

    Just like any other DX games, it'll use the best version of DX your card can manage.
