Recycle bin not holding files?

Lately, I've noticed that when I delete a file, it doesn't appear in the recycle bin at all. it's just gone. This didn't used to happen, why now? What settings can I change?
It all came to a head tonight. I accidentally deleted about 400 MB worth of um... downloaded "video clips" from Kazaa. And I think they're gone for good, or at least until I download them again, although some are irreplaceable.
Stupid extra file folders that pop up. On the My Computer screen where it shows the hard drive icons, I had 2 extra folders which I deleted, not thinking that deleting them would also delete the same files that were supposedly stored elsewhere on the hard drive as well. I'm not happy right now. And these damn extra file folders on the My Computer page don't even have an option to delete them when you right click on them! The folders are empty but they are still there.

To remove items permanently when you delete them
On the desktop, right-click Recycle Bin, and then click Properties.
Select the Do not move files to the Recycle Bin check box.
Important
If the Do not move files to the Recycle Bin check box is selected, you will not be able to recover any items that you delete.
Notes
You can also remove an item permanently by holding down SHIFT while dragging the item to the Recycle Bin.
If you want to use different Recycle Bin settings for different drives, click Configure drives independently, and then click the appropriate drive tab to change the Recycle Bin settings for that drive.
If you want to use the same Recycle Bin settings for all drives, click Use one setting for all drives.
Well, I guess it's goodbye to 400 MB worth of some pretty interesting videos. That'll teach me!

Maybe this will help paint the picture... I also have Adware/Spyware problems.
