squares on file names

I used to view my file names as chinese characters, now it has become squares or boxes. How to fix this?

    Go to the Regional and Language Options control panel and make sure that support for your languages of choice is set in the Languages pane. Also verify that the "Install files for East Asian Languages" option is enabled.

    I have checked my control Panel, support for East Asian languages is checked.
    what else could be wrong?
