CPU speed change?

Why does my computer restart and boot with a slower CPU speed? I have a AMD 3000+ which I run at 2.1 GHZ normally, I think, and it often restarts and has a cpu speed of 1.08 GHZ. I'm not 100% sure but I htink it does this when it reaches over 50 degrees celsius cpu temp.
Also before I went into bois and changed the CPU speed it first booted at 1.08GHZ.
Is it restarting becuase my temp is at 50 degrees, It's set to turn off at 75, and why is it restarting so much slower?

    Most BIOSes have a fault protection feature that makes them boot at a slower CPU speed (usually with 100 MHz FSB) whenever the PC is unable to boot at the speed it's set for.

    Also, it might be restarting at 50 because whatever program you're using to view the CPU temp might be reading the motherboard CPU temp diode, when the diode in the CPU itself is reading 75C... just a possiblity tho.

    Well it is true that I am not reading the turn-off temp but when I looked at it they seemed to be about 12 degrees different, so CPU reading is 48 and CPU itself is actually 60. So it should not be 75 degrees when I am seeing 50. Is there a way I can change the bois to allow it a slow boot but not 1.08, and if so where is that setting at?

    it will depend on your motherboard, please post your specs. It sounds like you need a bit of a cooling upgrade, what are you currently using?

    Well here goes: mobo Soyo kt-400 Dragon Ultra Platmun edition, 1.5 gigs ram(512x3), 200 gig HD, 9700pro graphics card, Amd 3000+ CPU, 2 CD drives, Antec TrueControl550.
    I am gonna have to agree with you on the cooling. The display Temp is 51 but the actual CPU temp is more likely 60-65. I am currently looking at getting a new case with more fans becuase right not I basically onely have one 80mm intake and one 60mm exhuast and that definately isnt getting the job done. Theres also a 80mm in the front, I'm assuming to cool HD.

    the case is a big deal, depending on how crap your current one is (though with what you have in there id be surprised if its as bad as you think)

    more importantly, GET A BETTER CPU COOLER
    something like a vantec aeroflow is reasonably priced, easy to slap on, and will have a great affect on your temps.

    otherwise, if your soyo board has cpu mounting holes, get yourself an slk-900

    Wow, I had that same problem with my 3000+ 400FSB. But mine would happen after the first boot even, not even as a temp problem, it'd just do it. Very strange....

    when I was doing some overclocking trials I noticed that the multiplier would just change at will after a reboot when it didnt seem to like something.
