Continuous Beep

My parents PC is giving a fast ringing beep which then turns into a continuous beep until you shut the pc down. The monitor displays this Compaq screen which gives you the options to enter bios, but the keyboard is not responding. We tried a PS/2 and USB keyboard but with no luck, neither keyboard receives power. The PS/2 port is very loose and flimsy.

Any Advice?

The pc is a:

2.4 Pentium 400 MHz
asus micro atx mobo
512mb HyperX

well i dont really know were to start as i am pretty novice, im sure you will get some help from an expert soon, can it boot up into windows or does it fail to boot? if im correct i think that is the POST beep, every computyer does it once on start up, it basically tell you the computer is working, my guess is that the continues beep means somthing wrong...? once of the experts would proberly bee able to tell you what the constant beep means.

I know that this may be too little, too late - but have you checked that all the pci cards are seated into their slots correctly?
