Here's the best I've found so far... but it doesn't have 4 pin power AND 3 pin RPM, just a convertor...
    SVC - Enermax

The Thermoflow TF-9225 and Thermaltake TT-9025 look nice.

Neither one of those beats that Enermax tho... ;) In fact, neither one of those really beats out the 53CFM Mechatronics fan I've got right now...

Same thing here. I was looking for one with about the same requirements and the Enermax is your best bet.

I'm not going to burn out my mobo fan header by putting such a load on it?

I've only seen a Delta burn a fan header but you could always use an adapter to be safe.

    The 92mm Panaflo H1A comes in with 57 CFM @ 35 dBA.
    The 92mm Panaflo U1A comes in with 69 CFM @ 43 dBA.

Both can use either the 4-pin molex or 3-pin fan-header, but do not offer RPM monitoring. :(

Not sure on US price ($27.00 CDN a piece).
