Laptop Hangs at Startup and Shutdown

Ok, well my Laptop doesnt seem to want to start up or shut down. Im getting tired of forcing my computer to shut down. It hangs at the windows is shutting down screen and on startup at the screen where it shows the commands to get into CMOS, advanced boot menu, etc.

Im thinking it might be the motherboard not sure tho.

Anyway I can test the motherboard?
