I can't think of any open source graphical editors at all... What do you need to do with it that you need it to be open source?

Not sure if you need software specifically for photos, but for generic image manipulation, I use the
GIMP
.

You may also want to check out
inkscape
which is a free vector based drawing program.

Picasa might do for basic edits.

GiMP is a truly open source graphical editor and as long as you can figure it out, fairly powerful and well featured.
Paint.NET is freeware, as is Picasa.
