Blue lines on startup but explorer.exe is to blame?

Hi, My friend recently tried to overclock his video card and failed. he got artifacts so he just put it back to dafault and it was fine. now whenever he starts his computer up as soon as it loads he gets blue lines and artifacts everywhere and freezes untill he disables explorer.exe then re-enables it and its all fine. im only going by what he is telling me.

What on earth is going on?

    My guess is he still doesn't have his video card set correctly. Or he over clocked it to much and really screwed things up.

    Well, its all back at stock settings. it was a 7300gs (super bad) and he only raised the core by 10mhz. i still dont get why if you close explorer.exe it stops
