I did a quick search, and found chillispot, but haven't found much else in the way of free/open source. Any recommendations. I'm trying to come up with a proposal to install wifi in my fraternity.

When it's all said and done it will need to control around 8-12 access points. I would like to use a radius server or some other aaa system that will make the users login and then be able to log traffic. I'm trying to convince my fraternity that we need to start doing that as a fraternity on campus just got sued by the RIAA and I know there are many guys in the house that download from p2p (limewire, etc.) and bit torrent. The torrents don't scare me as much since its a little harder to track, but still.

Linksys Router with DD-WRT firmware. It has hotspot built in.
I installed it in a coffee shop here in town.. works very well and much cheaper than commercial solutions.

You just have to keep the splash page small...there is only so much space in the router to store data. It will depend on which model you get.

But will that allow me to bring 8+ access points together? At the moment chillispot is appearing to be what I need.

Tomato WRT has AP isolation and WAP bridging.

DD-WRT does what you want so will most higher end professional access points.

You will need a radius and ldap server running on a separate host tho. (Such as a server 2k3 box running active directory).

I have not configured this before but I can try to help you if you need some help.
