How to lock icons on desktop to not move?

Is there a setting on Windows XP to lock icons on my desktop or folders so they cannot be dragged or moved.

Or a program?

You can lock web items on your desktop, but not icons.

This program, while old, should do the trick if your on XP. I have no clue if it works in vista or not.
