File Server Resource Manager - can users get around it?

I've had enough of users ignoring my requests not to store mp3s on the company network drives.
A brief bit of research lead me to the File Server Resource Manager, and since we are on sbs2003 premium we can install this optional component and create a file screen, and then define the file groups for screening, and prevent specific file types from being saved.
This sounds great, but I wondered if there are ways users can get round this?
My first thoughts were:
>file.mp3 could be downloaded but they could change it so its downloaded as file.xxx
>they could download files in rar format that were mp3s, or could rar up mp3 files and put them on the network drives
We still have not implemented this optional component as we need to reboot the server to do so, so it will be an out of hours operation, thus I cannot test the file renaming method, but im pretty sure it wont be clever enough to look in rar files?
