Am I being attacked

My internet connection shutdown for awhile today. I ran comcast troubleshoot which stated that my IP address was fixed and that comcast wants to have a new IP address every time. I called comcast they said there was nothing wrong on there end.

I noticed my firewall had been disabled.

I have roomates and they said their connection is fine. What gives?

    But seriously, If you're using a router and you're not the DMZ host (Beyond the router's firewall) just restart your PC.

    Set your network settings to DHCP and reboot.
