all I want is to get the fsb up to 200MHz, I'm assuming that'll get me over 2GHz speeds
So what do I do? fsb = 200, multiplier?, voltage? huh?

I got:
barton 2600 - stock fan with articsilver3
abit nf7-s
512mb ddr 3200 winbond
enermax 430W PSU
1 dvd, 1 cdrw, 1 floppy, 2 Maxtor hd's ata 133
gf4 ti 4200
no other pci cards, 2 case fans
temp at 40C, 41C full load

Multiplier 10 and fsb 200 will give you 2ghz.
Only raise the voltage if it is unstable.

For starters I know this will work since I did not see you mention what the stepping is.

    10.5 x 200 = 2100 @ 1.725v.

But I do know this will work and is 100% stable on my rig.

Start running them with the timings 5,3,2 cas 2. If it is winbond, i can guarantee it will work. Also use 1:1 on the divider instead of anything else.
